GOAL OF THE STUDIES

The goal of the studies is to improve the qualifications of public administration employees, as well as people intending to work in administrative structures. In addition, while giving the opportunity to obtain comprehensive knowledge about the functioning of the public sector, as well as the principles of running a business, the studies allow entrepreneurs to acquire competences useful in their professional work, including the skills of effective company and team management.

 

DESCRIPTION

The studies are devoted to broadly understood issues related to the functioning of public administration and enterprise management, primarily in relations with administration bodies. The issues of the organisation of public administration, the procedures of their functioning, modern trends and contemporary challenges are broadly discussed as part of the studies.

The goal of the studies is to acquire the skills of analysing legal texts with the use of available methods of legal interpretation, preparing various documents (applications, letters, remedies, contracts in trade), as well as the organising and managing projects implemented by the public sector.

By mastering basic knowledge regarding the functioning of public administration and enterprise management, students acquire skills and qualifications necessary in business practice and the operation of public administration.

GRADUATE PROFILE

After completing the studies, the graduate:

  • has comprehensive knowledge about the functioning of the public sector, as well as the principles of running a business
  • is equipped with skills useful in professional work, such as interpreting legal provisions, resolving disputes using alternative methods, e.g. negotiating
  • acquires skills of effective company and team management
  • has knowledge related to the multifaceted functioning of public administration and the issues of management science,
  • is prepared to work in administrative structures
  • has practical knowledge of many essential legal regulations
  • is ready to appear independently before public administration bodies, as well as to freely undertake and participate in legal actions taking place in business transactions.

CURRICULUM

The curriculum of the studies is prepared in such a way that, while learning about essential legal regulations, as well as institutions and administrative procedures relevant to economic and administrative law, the students will acquire the ability to use specific legal tools in practice. The studies provide the opportunity to obtain knowledge about the functioning of the public sector, as well as the principles of running a business. Students receive comprehensive information on the public-law aspects of running a business, relations with the public sector, and procedures for the functioning of public administration. After graduation, students have practical knowledge of legal regulations in the field of administrative law and procedure, public procurement, public-private partnership, local government, public finance, as well as selected economic and financial aspects of enterprise (including public) operations. The studies take into account the changing demands of the public sector, global trends and current development directions in the field of broadly understood administrative law.

LECTURERS

Classes are conducted by research and teaching employees of the University of Silesia in Katowice and experts in the field of management and administration, including: 

  • Prof. Bogdan Dolnicki – Head of the Team of Local Government Law from the Faculty of Law and Administration of the University of Silesia in Katowice. Legal counsel.
  • Prof. Jadwiga Glumińska-Pawlic – professor of law, author of many publications in the field of tax law and public finance. A recognized expert in local government finance, especially local taxes. Tax advisor, Chair of the National Examination Commission for Tax Advisory.
  • Mateusz Żaba, PhD – doctor of law, Assistant Professor at the Faculty of Law and Administration of the University of Silesia. Author of publications in Poland and abroad in the field of commercial, bankruptcy and cooperative law. Speaker and participant of several dozen scientific conferences in Poland and abroad.
  • Prof. Jacek Górecki – lawyer, legal counsel, professor of law. Author of scientific works in the field of civil law, commercial law, and private international law. 
  • Prof. Zbigniew Kwiatkowski – professor of law. Head of the Department of Procedural Criminal Law at the Faculty of Law and Administration of the University of Opole in 2004-2018. After the reorganisation of the Faculty in 2018, a professor at the Department of Criminal Law at the Institute of Law of the University of Opole. 
  • Prof. Anna Łabno – professor of law at the Faculty of Law and Administration of the University of Silesia in Katowice, author of publications on comparative constitutional law (Portugal and Spain) and Polish constitutional law. Member of the Legislative Council to the Prime Minister since 2016.
  • Prof. Grzegorz Łaszczyca – employee of the Institute of Law, Faculty of Law and Administration of the University of Silesia in Katowice, Head of the Research Team of the Institution of Procedural Administrative Law. Legal counsel. Author and co-author of numerous scientific publications in the field of administrative proceedings. He has been ruling on administrative matters for many years. He conducts training classes with trainee legal advisers and with employees of central and local government administration. 
  • Prof. Rafał Blicharz – employee of the Institute of Law, Faculty of Law and Administration of the University of Silesia in Katowice. He graduated from English and European Union law (Cambridge University) and studied English at The American Academy of English (Legal English). A graduate of The University of Chicago Summer Institute in Law and Economics, The University of Chicago Law School, research partner at Beijing Foreign Studies University in Beijing. Co-founder and co-leader of The School of US Law and The School of Chinese Law and Culture in Katowice. Permanent mediator at the Mediation Center of the Foundation of the Faculty of Law and Administration of the University of Silesia “Facultas Iuridica” entered on the list of court mediators kept by the District Court in Katowice. Prof. Blicharz specialises in mediation in economic matters. Author of many publications in the field of public economic law.
  • Michał Kania, PhD, DLitt, Associate Professor – employee of the Institute of Law, Faculty of Law and Administration of the University of Silesia in Katowice. He is a scholarship holder of the Fulbright Foundation at the George Washington University in Washington, a DAAD scholarship holder (Deutscher Akademischer Austauschdienst) at the Ludwig Maximilian University in Munich, legal counsel, Plenipotentiary of the Rector for Public-Private Partnerships. The author of over 100 publications in the field of public procurement, public-private partnerships and concession contracts for works or services, a speaker at national and international conferences on public procurement and public-private partnerships (including the University of Florida in Gainsville, the University of Pace in New York, George Washington University in Washington, King’s College in London, the Autonomous University of Madrid). 
  • Katarzyna Pokryszka, PhD, DLitt, Associate Professor – university professor at the Institute of Law, Faculty of Law and Administration of the University of Silesia in Katowice, legal counsel, mediator. Author of many publications in the field of public and European economic law. In her research interests, she focuses on issues related to starting and running a business in the internal market of the European Union and on European company law. Member of the European Law Institute and Polskie Stowarzyszenie Prawa Europejskiego (the Polish Association of European Law).
  • Sławomir Tkacz, PhD, DLitt, Associate Professor – he obtained a Doctor of Letters degree in law on the basis of the dissertation “On the integrated concept of legal principles in Polish jurisprudence (From dogmatics to theory)”. Since 2007, he has been associated with the Office of the Commissioner for Human Rights; his research interests include the theory of law, in particular the issues of law and values, the principles of law and its validity, as well as the issues of legal interpretation and legal argumentation.
  • Anna Lichosik, PhD – doctor of law, recognised doctoral dissertation on capital market law. She completed a Master’s degree in Law at the Faculty of Law and Administration of the University of Silesia in Katowice, a Bachelor’s degree in Management at the School of Management at the University of Silesia in Chorzów and a Master’s degree in International Economic Relations at the Faculty of Economics of the University of Economics in Katowice. In addition, she completed legal apprenticeship at the District Chamber of Legal Advisers in Katowice. She specialises in capital market law.
  • Urszula Torbus, PhD – Assistant Professor at the Institute of Law, Faculty of Law and Administration of the University of Silesia in Katowice. Experienced lecturer and training instructor in labour law. Author of numerous publications in the field of labour law, participant in international research projects, scholarship holder of the European Commission and the French government, mediator. Her research interests focus on individual and collective labour law.
  • Prof. Janusz A. Strzępka – Full Professor, long-term Head of the Department of Economic and Commercial Law at the Faculty of Law and Administration of the University of Silesia in Katowice. Professionally associated with legal services for mining entities. Entered on the list of arbitrators of the Court of Arbitration. Author of numerous publications in the field of private law, in particular construction law, company law, and economic law.

Graduation criteria:

In order to complete postgraduate studies, a student must prepare a diploma thesis.

Graduation document:

Postgraduate diploma issued by the University of Silesia in Katowice.

Candidates

The studies are addressed to people employed or planning to start working in the public sector, as well as private entrepreneurs who cooperate with the public sector as part of their activities.

Candidates are admitted to studies according to the registration order and the result of the admission procedure (if it was conducted).

FEES

After being admitted to postgraduate studies, you may start your studies, subject to paying the fee for postgraduate studies. Payments should be made to the student’s individual account, within the deadlines specified in the agreement.
